What is a risk area?
Travellers from abroad must be quarantined if they enter the country from an area that is considered to be a “risk area” by the RKI on the day of entry.
The RKI website has an overview of the areas which it currently classifies as COVID-19 risk areas.

What are the rules on entering Saxony from a “risk area”?
You are required to undergo a test and to provide certain information, as well as to contact the relevant health authority (Gesundheitsamt). You must present a negative COVID-19 test at the latest when requested by the health authorities. It is mandatory that you self-isolate at home until you receive a negative test result. The health authority may place travellers under observation for up to 14 days after arriving.
