Academic context

The research focus of the Institute of Public Finance and Public Management at the University of Leipzig lies at the interface between economics and business administration. The focus is on multidisciplinary analyses of the public sector, with particular reference to the topics "Fiscal Federalism", "Local Government Finances", "Public Utilities", "Public Management" and "Sustainability Management". The empirical focus of the Institute's work is intended to address practice-relevant topics and projects, the results of which are used to advise politicians, public administrations, public enterprises and non-profit organizations.

Duties

The junior professorship to be filled is aimed at analyzing the public sector from an integrated, multidimensional perspective with reference to aspects of administrative science. It is desirable to focus on the governance of public and civil society organizations, including the core budgets of public authorities and outsourced companies. The readiness to engage in interdisciplinary cooperation within the faculty and across faculty boundaries is expected.

The holder of the position represents the professorship of Public Management according to the profile of the University of Leipzig in teaching, research and knowledge transfer with a focus on the goal-oriented design and management of the public sector. Innovative emphasis is expected in theory-based empirical research which combines control and management-related issues with policy-relevant applications.

The person to be appointed should actively contribute to the further development of teaching, research and transfer and participate in the degree program "Teaching at Vocational Schools for Business and Public Administration".

Requirements

We are looking for a person with scientific credentials in the field of public management and close links to public economics and infrastructure research. Relevant knowledge in a municipal policy field of services of general interest is required. Specialization in at least one field of research in the public sector (e. g. finance, organizational or personnel management), experience with innovative teaching methods (in particular e-learning, e-assessment) and the acquisition of third-party funding are desirable. Furthermore, the willingness to participate in university self-administration committees is required.

Our offer

The junior professorship is initially limited to three years. It will be extendable by a further three years subject to successful intermediate evaluation according to the Regulations on the Interim Evaluation Procedure for Junior Professors at Leipzig University (ZevaO). No later than five years after employment commences, a tenure evaluation will be conducted under the Regulations on the Constitution, Procedure and Evaluation of Tenure Track Professorships at Leipzig University (TTO). The evaluation procedure is based on a binding, mutual evaluation agreement concluded at the start of employment, which sets out the development goals and expectations with regard to the professor’s individual performance in the categories of research, teaching, knowledge transfer as well as academic and non-university commitment. After successful tenure evaluation, appointment to a permanent W2 professorship pursuant to Section 60(2) Sentence 2 no. 2 of the Saxon Education Act (SächsHSG) will take place without readvertising the vacancy.

The job holder’s rights and obligations are regulated by Sect. 64, 65, 72 Saxon Education Act (SächsHSG) and the Saxon Service Regulations for Higher Education Institutions (HSDAVO). 

The tenure track professorship is considered a position for early career researchers. Therefore, the call is addressed to applicants with a completed doctoral degree, attributed with magna cum laude or higher, who seek further qualification and have not yet completed a habilitation. If applicants were employed as research associates or research assistants prior to or during the completion of their doctoral studies, the total period of employment and work on the doctoral thesis should not exceed six years. Applicants should have changed universities after completing their doctorate or have been academically active outside Leipzig University for at least two years. They should have completed their doctorate no more than four years ago.
