In the University’s governance system, the instruments of planning, management and monitoring are interlinked and enable the development, control and review of institutional objectives.
Our mission and our tasks
The Office for Strategic University Planning (SUP) supports the strategic development of our university in all dimensions. It initiates, develops and supports central planning and goal-setting processes and is involved in the management and review of our university’s strategic goals and in the implementation of structural development projects.
The SUP is also responsible for strategic appointment planning and works on a project-by-project basis on issues of strategic importance, usually affecting several dimensions at once.
We act as an interface to the institutions involved in strategy formation and development planning at our university – in the Rectorate, in the Central Administration and in the faculties and Central Institutions. As an office of the Rectorate, the SUP reports directly to the Rector.
The SUP acts on behalf of the Rector and provides support for both overarching strategic development processes and individual projects of university-wide significance. It advises the Rectorate on overarching issues of strategic university development planning and is responsible in particular for
- Involvement in drawing up the mission statement of Leipzig University
- Drawing up and continuously monitoring the University’s development planning
- Synergetic integration of the University’s sub-strategies and strategic projects into the development planning of Leipzig University
- Coordination and monitoring of internal and external target and performance agreements, including support during the associated negotiations
- Support of institutional development projects
- Working on cross-departmental strategic projects
- Supporting individual projects of university-wide significance
- Organising and supporting formats for exchange and collaboration on topics of strategic planning and structural development of the University
- Preparing decisions on the allocation of university teaching positions.

- What measures are necessary to achieve that state?
- What resources and skills does our university need to implement the necessary measures? What priorities need to be set?
- Are the measures effective in achieving the desired state? To what extent may adjustments be necessary?
- What trends in science and higher education policy influence the development of our university?
In a dynamic, future-oriented process of strategic foresight, the Rectorate is reviewing the strategic challenges and goals of Leipzig University and redefining them in the course of a broad and transparent participatory process with a perspective up to the year 2030.
This process will be implemented by summer 2024 with the Strategy 2030 project. The project is divided into three interrelated phases, each of which is structured into sub-projects (I: Analysis; II: Conception; and III: Synthesis).
During the project period, the development of field-specific strategies will be initiated and supported. Impulses from the field-specific strategy processes will be integrated into overall university development planning.
The Rectorate has established the University Development Commission to ensure transparency, participation and exchange between the various status and functional groups at Leipzig University.
